Mental Health Waiver

Providing community support and transitional case management.

United Services is a vendor for the Mental Health (MH) Waiver program for individuals with a serious mental illness. The MH waiver encompasses the recovery orientation adopted by the Department of Mental Health and Addiction Services (DMHAS) and also emphasizes:

  • Intensive psychiatric rehabilitation provided in the participant’s home, and in other community settings;
  • Attention to both psychiatric and medical needs;
  • Emphasis on wellness and recovery;
  • Person-Centered Planning leading to development of an individualized Recovery Plan

The Mental Health Waiver Program, authorized in §1915(c) of the Social Security Act, allows the State to furnish an array of home and community-based services that assist Medicaid beneficiaries to live in the community and avoid institutional care. The Waiver also serves individuals who are currently in nursing facilities or who are at risk for this level of care.  The Waiver is operated by the DMHAS with oversight by the Department of Social Services (DSS).

United Services is a Community Support Program (CSP) and Transitional Case Management  (TCM) provider for the Mental Health Waiver.  The CSP staff work with individuals on the waiver  to provide skill building and support for activities associated with daily living skills and work closely with the Recovery Assistants  (see below) assigned to the individual.   They are also available to help with the transition process from a higher level of care such as a nursing home to the community through the Transitional Case Management component (TCM).

Other services that are available through the waiver and offered by other providers include:

Recovery Assistant – homemaker, companion, personal care, and in-home respite services designed to help a participant maintain his/her own home.

Personal Emergency Response System – electronic device worn by the individual to secure help in an emergency may include an electronic medication management system.
